the ecu does not have a big workforcer of workers to buff, most jobs are specialists, and the +50% authoritarian ethics on what is hopefully a big world is not a good thing for utopians. and far outweighs the 5% to worker production.
had to google to figure this out cause i just got shard and i was like "is it even worth it?"
the other reward is not much better, but isn't harmful unlike the planetary modifier lol

The wiki implies there is an option to opt out at the second stage and obtain the All Seeing Shard planet bonus instead(+10 sensor range, +10 hyperlane detection range).

that is precisely what i did. it's just the first time i ever stopped and thought about and realized that actually, in my utopia, this is what i would prefer to take even if it seems meagre. and thinking about it, if i have habitats on those border systems, i would actually see pretty far into neighbouring territories hmm...
unfortunately, you do lose the unity bonus. that's the only reason to take it for me.

you don't kill shard for the relic world or the modifier/eye. you kill shard for the rubricator so you can get free minor artifacts so you can do the secrets of the precursors project

ok that's not the point. this thread is about the modifier and why you shouldn't pick it as a utopian. yes the rubricator is awesome. but the shard modifier is not.

I don't know, it seems like a pretty good fit for my empire that runs on an utopian abundance of slaves.

* dystopian abundance
(This is basically the Pleasure Seekers civic for me.)

Any reward that comes with a downside should give you the option to opt out of the reward.
I don't remember if that's the case for the leviathan parade rewards, but that's how it should be.

You can. That's why I went for sensor range instead. Unfortunately that means I forfited like 10000 unity at least. Sad that I have to cancel the parade to protect against the +50% to an ethic I dislike. Yes their faction does not currently exist, but I have fanatic authoritarians and fanatic xenophobes as neighbours so one day I may very well get authoritarian pops once I liberate them and open migration treaties. And then that faction will explode in popularity and I will have to suppress it.

I find either option for Shard quite underwhelming.
Sensor range is not really interesting and even if I ignore the undesired ethics attraction, the +5% worker output does nothing for me when having no workers.

Yeah, this is kind of a stinker of a parade IMO. I'm frequently annoyed by how much I feel like ai need to plan which order to kill the leviathans to make sure the rewards land on planets that can make use of them. Just let us pick where to put the parade?
Most of my empires don't use workers at all by the midgame, and the planets that do use workers tend to be low pop worlds that don't qualify for a parade anyway.

yeah i actually thought it would be on the rubricator relic world but it ended up on my homeworld. ironically, my capital shattered ring is the one place that worker bonus could have helped cause scrap miners and i will never restore it. but 50% authoritarian attraction in the capital is annoying.

I don't think you'd pick it even as authoritarian. 50% isn't really all that great, and you also suffer from having primarily specialists on the Ecu.

To be fair it is literally a creature that lives in garbage and eats rats.

I do feel like these and anomaly awards like the Silent Shout"s Hostile Fauna should be planet decisions you get to use.

Meh 50% authoritarian attractions is already made it worth it for me.
Anything that help me stamped out egalitarian is good in my book.
The 5% worker bonus can go to the pile of useless thing that I got saddled with for my build, and oh boy as someone who mained psionic that piles is already quite high.
