In the anime after Zoro was healed and got up to fight King and Queen, Sanji was running towards them. He ran past Zoro who then charged forward himself and was even with Sanji. Zoro would've had to of been going faster than Sanji to catch up. If they were the same speed Zoro would've stayed the same distance behind as he wouldn't have been able to close the gap.

That being said, its the anime so it doesn't mean it's a fact. Just as Zoro used COC before the live floor and the rooftop in a throwaway scene in the anime, that scene also could very well be exaggerated for effect. Imo Sanji is faster and Zoro is stronger. Thats the difference between them. Both are fast and both are strong, but each excels in a specific attribute

The thing is, they weren't at their maximal speed, otherwise Sanji would have gone invisible... Plus yeah, that's the anime. But that's still a nice point to bring up.

And you are right on "Both are fast and both are strong, but each excels in a specific attribute", since that also reflects how Sanji excels in observation haki and Zoro in armament haki.

Sanji, modified or not, is blitzing Zoro. The Kanji around him when he blitzes Queen without any Jambes(which do increase speed, look at their introduction). The Kanji are the same as when Queen and Sanji and the users of the Clear Clear Fruit turned invisible. This is not used for almost anyone else to my knowledge speedwise. It's also worth mentioning that Zoro wasn't keeping up with Flames Off King unless I'm missing a few panels. However I'd mention that both King and Queen couldn't sense Stealth Black Invisible Sanji, both were equally as confused, analyzing his kicks he was also kicking at Momonosuke since he always kicks with his foot not upper leg. This was Flames On King.

Since Zoro was relative in speed to Flames On King he clearly couldn't keep up with the speed of Sanji without any Jambe's activated. But Sanji can boost his speed twice over from that point. There is no way Zoro is even close to Germa Modded Sanji's speed.
