Can you refinance a FHA loan?
FHA cash-out refinance: You may qualify for a cash-out refinance on a principal residence if you've owned the home for at least a year and made on-time payments. You will need a minimum credit score of 500, a debt-to-income ratio of no more than 50% and at least 20% equity for this loan.
You can get an FHA Simple Refinance that replaces your existing FHA insured loan with a new fixed-rate or adjustable-rate loan. Because you're already an FHA borrower, the process should be faster and simpler than when you got your original loan.
Legally, there isn't a limit on how many times you can refinance your home loan. However, mortgage lenders do have a few mortgage refinance requirements you'll need to meet each time you apply for a loan, and some special considerations are important to note if you want a cash-out refinance.
Credit Scores
According to FHA guidelines, applicants must have a minimum credit score of 580 to qualify for an FHA cash-out refinance. Most FHA insured lenders, however, set their own limits higher to include a minimum score of 600 - 620, since cash-out refinancing is more carefully approved than even a home purchase.
The FHA allows a loan-to-value ratio of up to 80% when using the cash-out refinance program. That means your new loan can be up to 80% of the home's appraised value.
To refinance an FHA loan, you must qualify for a new FHA loan or another loan type. Your credit score and credit history affect whether you qualify for a refinance. Payment history and any previous negative marks also impact who can qualify and when.
Your credit score gauges how likely you are to repay a loan and is usually measured on a scale from 300 to 850. To be approved for a conventional mortgage, you typically need a minimum 620 credit score. If your score is below the mid-600s, however, you may have a harder time qualifying for a refinance.
Required 210-day waiting period after buying or refinancing. The FHA requires that borrowers make six on-time mortgage payments on their current FHA-insured loan and that 210 days pass from the most recent closing date in order to be eligible for a Streamline Refinance.

Conventional refinance: For conventional refinances (including cash-out refinances), you'll usually need at least 20 percent equity in your home (or an LTV ratio of no more than 80 percent).
Does FHA require all 3 credit scores?
Two lines of credit are necessary to apply for an FHA loan. However, in the event a borrower does not have sufficient credit on their credit report the FHA will allow substitute forms.
To qualify for an FHA-insured loan, you need a minimum credit score of 580 for a loan with a 3.5% down payment, and a minimum score of 500 with 10% down. However, many FHA lenders require credit scores of at least 620.

- Down payment: 3.5 percent (or 10 percent with a credit score between 500 and 579)
Loan-To-Value (LTV)
Currently, to qualify for an FHA cash-out refinance, you can borrow against up to 80% of your home's LTV if you've owned it for over a year and you're borrowing $417,000 or less. In the example above, you'd be able to take out an FHA cash-out mortgage in the amount of $160,000.

For all Federal Housing Administration (FHA) loans, the seller can contribute up to 6% of the purchase price. Concessions on FHA loans can be put towards closing costs, appraisal fees and other expenses related to this real estate purchase.

To qualify for a refinance, take a look at your debt-to-income ratio. The new monthly mortgage payment shouldn't be more than 30% of your monthly income. To refinance $200K over a 30-year fixed term, you'll need an income of approx. $5,200/month.
Can you be denied refinancing?
An applicant can be denied refinancing for various reasons, from a low credit score to a new job. If you know why you were turned down, you can work on the problem and reapply.
You don't need a down payment to refinance, but you'll likely have to come up with cash for closing costs. Some lenders let you roll closing costs into the mortgage to avoid upfront expenses. You can also try negotiating with the lender to waive them.
FHA Self Sufficiency Test – FHA Rule 75
Next, you will have to determine the market rate rents that can or are already being charge for each apartment, including the one you intend on living in. The total of these rents multiplied by 75% must be greater than your monthly mortgage payment.
FHA First Mortgage
Borrower must have owned property for 12 months AND if encumbered by a mortgage made payments for the last 12 months within the month due.
Although the general rule only allows a borrower to have one FHA loan at a time, HUD also allows borrowers to have multiple government insured mortgages under the right circ*mstances, depending on their individual situations and what has changed since the close of their first FHA loan.
