A compound which, when dissolved in water, barely conducts electrical current can probably be a non-electrolyte such as urea or glucose. It does not dissociate in aqueous solution and hence does not produce current carrying ions. Hence, they do not conduct electrical current. On the other hand, a strong electrolyte such as an ionic salt (NaCl or KCl) or a strong acid (HCl or sulphuric acid) or a strong base (NaOH or KOH) dissociate in aqueous solution and hence produce current carrying ions. Hence, they do conduct electrical current.
