Claude Kirk said Tuesday as the Cabinet authorized appeal of a federal court order cutting off Hendry County aid. Kirk said in a letter to Education Commissioner Floyd Christian that he was disappointed to receive a letter from the U.S. Justice Department "concerning the counties in Florida which Justice maintains will not be in full compliance with a unitary school system by September 1970." "This can hardly be the case when at least 94 per cent of our student population of over 1,300,000 are attending schools in court or HEW (U.S. Department of Health, Education and Welfare) agreed upon unitary systems an enviable record," Kirk said.

Clyde Atkins of Miami, was that Coastal's leases were valid, and because the company was issued an order against drilling, due to the pollution dangers involved, the state and the U.S. Army Corps of Engineers was liable for lost profits.

The state contends it should not be responsible for lost profits because 1 the lease has been invalid for some time. Rutledge Coastal negated the lease, dating to the 1940s lapse, when it did not comply with a requirement for minimal activity in exploring for oil and minerals. "IT IS OUR contention that no credit was ever granted to Coastal for the period from 1959 to 1964 and therefore by its own terms the lease fell into default," he said. A hearing to determine the "profit loss" to which Coastal Petroleum Co. is entitled has been set for Oct.

Rowell, a colorful central Florida politician with a raspy voice, called a halt to a legislative career that saw him speaker in 1965-66 and Rules Committee chairman from 1967 to 1970. "It was a painful decision to make," said Rowell, 56, who had been in the Legislature 14 years. "Yet in all matters there is a season and I believe the time has come for me to step aside." Attorneys John Robinson and Richard Whitson predicted that the high court will reverse the death sentence of Richardson, an Arcadia indigent, and issue a landmark decision requiring court reporters at every stage of trial proceedings. Richardson is a Raiford death row inmate. The October 1967 deaths were the subject of "Arcadia," a recently released book by Mark Lane, author of "Rush to Judgment." Robinson, who said he had invested $8,000 of his funds into Richardson's defense, told the court a mistrial should have been granted when he presented new evidence to indicate that others were responsible for the murders. The attorney repeated a charge that a neighbor of the Richardsons, was responsible for the deaths.
