Gold Experience Requiem can win, because it doesn't need to hit or touch to activate Return to Zero. So even if Pucci uses Made In Heaven, GER uses RtZ to negate its effect.

Golden Experience Requiem wins because the Reverse to Zero is actually a passive/defensive technique, which createsa counterattack. If Pucci tries to attack Giorno with Made In Heaven, GER will use the RtZ against Pucci because RtZ is a defensive ability, so at the end Pucci reverts to zero, in point where he doesn't have Made In Heaven, he just has C-Moon. Then Giorno creates a counterattack. At the end, Pucci dies and Giorno wins.
This is my opinion, you can correct me if I'm wrong.

No matter what's said GER never rewinded MiH's power, it is ultimately stronger than GER due to the limits of that stand (be it infinity weakness, need of information, or even deactivation after the fight against Diavolo may count).

That depends on how you define "strongest". Made in Heaven seems to be permanent while GER isn't, and Made in Heaven seems to be able to affect a larger radius. But a straight up confrontation between Giorno and Pucci? GER would set it to zero and kill Pucci the moment he tries to attack.
You could argue Made in Heaven is the more powerful Stand, but GER would almost certainly win in a fight.

That'd get the infinity vs zero argument back I guess... however even then GER may win (I'd say Pucci has infinite acceleration, not speed: if his speed were to be truly infinite Jotaro's time stop wouldn't be a problem at all for him). GER may not be able to stop the acceleration but it may be able to hit Pucci(heck, even GE's base abilities should be awesome for combat if Pucci doesn't know about them: wrap Giorno all over in thorns, MiH hits Giorno, all the damage goes back to Pucci).
Yet I'd still argue that since there's no fight that I remember as a 1 vs 1 like DIO vs Jotaro (without sneaking around or trying to trick the opponent that doesn't know how the stand works... heck not even that's a good example due to Jotaro trying to deceive DIO as being dead). If Pucci were to know somehow about GER, him doing what he did (avoiding Giorno and accelerating time anyway) is still valid.
After all every fight in this series is to reach a purpose, there's no sparing or fighting to see who's the best/strongest like in DBZ. I feel that every single possible tactic is valid to win here.
In the scenario I see it'd be Giorno vs Pucci as it was in the manga: one would wish to stop the infinite acceleration, the other would want it to continue. Pucci won in the end. A conflict doesn't necessary has to end in one of the contendants dying or even getting harmed. I know this seems sort of... too open? (Given the right circ*mstances almost anyone can win against anyone) but given how versatile the strategies and stand powers are in this series I can't think otherwise.

We simply don't know enough about Giorno's role during part 6 to say definitively that GER lost. It's possible Giorno simply didn't have access to the arrow, and hence couldn't use Requiem.
Even in the hypothetical that you presented, it's still likely that a fight would break out between the two of them. Pucci deemed anyone who knew about Made in Heaven and stood against him as a threat, since he couldn't manipulate their fates without killing them first. He had no personal grudge against Emporio and still felt it necessary to kill him.
The mere idea that Giorno would stand against Pucci would make him a threat in Pucci's eyes, so their would definitely be some attempt on Pucci's part to kill Giorno. Because let's assume Pucci does create a new universe. So what? If Giorno's against it, he's not gonna let sleeping dogs lie, he's still going to be after Pucci and hence still a threat that Pucci will have to confront at some point, which means fighting GER.
But even if, for some reason, Pucci is willing to play live and let live with Giorno and just wants to speed up the universe, I find it hard to believe that he could stand up to Giorno if he's got GER and is actively pursuing Pucci.

I never said that GER rewinded MiH's abilities, I said that GER reverts MiH into the point that MiHdoesn't exist, is just C-Moon.
